When you start Patch 9.1 at Renown 40, you will begin a new series of Covenant campaign chapters - 9 in all. Riding ground mounts in the Maw can be obtained at level 60 and is character-specific, although once you've completed the requirements on one character, you are offered an easy quest skip and can get it with no effort. Flying in Shadowlands is account-wide - open it for one and it opens for all characters entering Shadowlands with no level restrictions.

There are some steps you will need to take to open these skills. Patches 9.1 and 9.1.5 opened the ability to fly in certain Shadowlands zones, as well as the ability to use any ground mounts within the Maw.
